Threre are a fair number of people who come looking for information on Test Strategy Documents. I have a really sad feeling that part of that is an emphasis on the Document and not what is contained IN the document.
Fiona Charles had a really good article in Stickyminds on Test Strategies. (The fact that she uses a similar definition for stategy that I use, does not bias my view at all.)
A Strategy is an overarching direction, design or plan.
If you get into Details - the nuts and bolts, you've stepped away from Strategy and wandered into the realm of Plan, which is a Tactical document.
You can find Fiona's article here - although you may need to register for the site to read the article.

Walen, thanks for posting this. Fiona's article is well worth reading. I've been through this poor documentation of testing strategy many times. I think Fiona's right, people start with a template which really constrains their thinking. I *think* the templates I see are ISEB/ISTQB based. The worst test strategy I ever read had taken almost a year to produce, and was just a text-book on testing with no applied thinking. The 'QA manager' who produced it didn't last long, niether did the dev manager who let them invest so much time it in.

Glad to post it. As it is, things just clicked where I realized that Fiona will be presenting a session on Test Strategy in Toronto on November 10 at the TesTrek symposium. I'm going to post a link in the Training forum for more information.
