cannot create new scenario in Oracle Load Testing

Hi,
I created script in OATS 9.21 and ran it in OpenScript. But When i tried to create scenario in Oracle Load Testing to do the load test, it does not create anything, just refreshed the page. I tried the figure out if there is any issue with the "/default" path but could not find anything. Please suggest.Thanks

Hi,
I created a new repository path and can open "temp" scenario but it cannot run it as shows "Cannot Start Load Test. Scenario is Empty". Please see the content of the temp.scn file:
