What do you think of the "Common Criteria (CC)", as per:

Common Criteria for Information Technology Security Evaluation

Is it better to use a CCTL (Common Criteria Test Laboratory) or a tool such as Appscan?

There are several different CC test methods, e.g.

APE, ASE, EAL1, EAL2, EAL3 and EAL4

Which are the most vauable?
