DOS and packet forging

Our server listens on 8821 for packets relayed from wireless base stations for vehicles equiped with GPS for location and customers' fleet tracking. Someone manages forge these traffic packets and directed to the specific port to DOS the server. This has been coming up in our logs with a host of different IP participating in the same event. We know these IP does not belong to our equipments and field stations because they dont belong to our appointed carrier. I want to know what tool can do this forge UDP and direct to specific port.. BTW it has minimal impact because our carrier bandwidth in Gigabit.
