You confused the topic heading with the body, and in so doing you illustrate the lack of context in the questions you ask.
DB application testing can be done on any PC that is operating on MS Windows with Access Database capabilities. Technically web testing involves an Internet connectivity, although many people also include Intranet connectivity. Web testing in its own right is about sending request messages and receiving response messages. There may be a GUI element to it, which is a completely different aspect of web testing. Perhaps this sounds a bit confusing, but you might use IE6 to front-end an application that accesses an Access DB on the same PC just as if it was trying to access data from a database halfway across the world. There is very little difference in such testing using a standard browser or using a programming language like Visual Basic: you input data on input panels and you expect result data on output panels (with an option to print). The number of options are so great that your question will have to be phrased in more concrete terms so that a more specific answer can be provided.
