This all depends on the location you are trying to determine the size of the page but Windows Explorer does a pretty good job at this. Also if you are trying to get this information from the client side of things then the header of the http message has this info.
Don't forget, your OS is going to report sizes a little differently from each other, as well. FAT16, FAT32, NTFS... Some count the wasted space, some don't...and the amount of space may differ between storage type.
