My company is deploying a web app that needs to be 508 compliant. There are several sights that perform free testing of web pages. Do the free services work well enough for us to say we are certified (such as www.cynthiasays.com)?

I believe there's no central certification body that grants "508 certification compliance"
Thus, lots of small companies are free to make up their own "stamp of approval", do whatever they think is sufficient for compliance, and charge whatever they choose.
So, you can certainly use free services instead of expensive alternatives.
And if the free service offers a stamp of approval to place on your web site, you could display that, too. ("Cynthia says" ?)
Or, you could even make up your own stamp, and display that instead. ("JoeR says")
