How can I increase my testing coverage knowing that I have no functional specifications to base my testing on and little feedback from development team. Testing is based on high level marketing documents. Areas of testing are SSL, Load balancing, Vlans, and Caching. Comments on any of these areas are appreciated.

You could attempt to create a functional specification from the "high level" marketing specifications. As you go through this process, you will find what issues have not yet been addressed. At this point, you have two options:
1. Obtain the answers to the open issues from as the business/marketing people, and verify with the develops that their programs match these new found details.
2. Make assumptions in your functional specification, submit it to development and marketing, and tell them that unless you hear otherwise, that this is the specification you are following. At least you cover yourself here.
If they still ignore you, report anything that is a defect that does not appear in any of the specifications. You can justify your reporting by stating it does not explicitely state that the software should work one way or another.
The better functional specification you create, the better coverage you will be able to include in your test plan and cases.
