First off, I don't like to think of my career choice as a "game". If anything it's a "Trade". As for certifications, not in the U.S. They don't mean much. If in doubt, do a search on this site and read some discussions. What have you been doing for the past 3 years? Interviewers will ask you. If you have done nothing, that does not indicate that you necessarily want to work. Better brush up on your interviewing skills also. I would advise you get an apprentice (entry level), job to get back into the mode of working in the trade. Also read a few books from the list posted on this site.

There are, sadly, a number of employers who will consider becomming certified a plus to your resume, especially if you've been out of the field and then get certified prior to attempting to find a new position.
I'd agree with Rich though that one of the largest points will be being able to explain being out of the industry and not working for 3 years - some employers are very leery of hiring someone who hasn't, much less providing Visa sponsorship for them.
