    I'd say, having the necessary resources to administer it. If someone is testing away at something the last thing that they want to do is stop and make documentation adjustments. Also, the document control can sometimes be an issue. So, since you know that the documentation is wrong, you assume that it's ok for right now becaue you "know what they're trying to say".

    Also, management doesn't want to assign the resources for taking care of the documents either in realtime or after the project. It's about having those implied results, like "someone will know what we mean" where false positives and such arise. This is especially problemmatic when we are thinking about automation.
