Assuming the question is "Who creates a bug report?", in my shop the answer would be "The person who notices the bug".

Bug states are just technicalities. It's up to your individual company's workflow.

For an example, I've worked for organizations who treat all work the same, whether bug, dev task, and support ticket in the same system. The ticket is technically open when it gets entered in the system, but doesn't achieve 'Open' bug status until QA verifies it. In other organizations, we have Proposed and Confirmed states. For example, a support personnel might think something a customer reported is a bug, then creates a ticket in the 'Proposed' state. Then a qualified engineer QA or Dev will officially 'Open' it when they confirm it is a qualified issue.

It depends on the organization's policy. In some places anyone can file a bug report - Mozilla comes to mind. Other places have different policies.

My previous employer, anyone in the company could file a bug report. Where I am now, they're only created by the development team - and for some sub-teams only by the team lead.

"Who Opens a BUG" -- Well if interpreting question deeper, to me its like "Who Injects the BUG" ? ? Obviously developer.

In Simple terms, the question is understood, "A Tester will Open / raise a BUG and follow it up with dev"

Tester only log the bug with status as NEW. and Lead review the bug and change it into OPEN if bug is valid else deferred.
