I have query,
1. In a customer driven metrics, if the customer says 1 Defect/KLOC is allowed, then how it will be distributed across phases.
2. How the productivity is calculated when the porject requirements are given by the client itself, ie the projects starts from Design phase.

For Question 1. On Defect distribution...
Generally defect distribution across phases will be calculated as below:
Defect Distribution for phase = (No: of defects per phase) / (Total defects) * 100
Defect density will be calculated against the KLOC.
Residual Defect density = (No: of Defects caught by customer / KLOC)
If you have 10 KLOC, then
Residual defect density = 1 /10 = 0.1 is allowed.
Overall Estimated Defects = (Defect Density * Project Planned Effort)
Estimated Defects for Phase = Overall Estimated Defects * Respective Phase Effort
Actual Phase-wise Defects distribution =
(Actual Defects Identified in the Phase / Total defects identified) *100
