QA test framework for Non QA people.

My company is faced with the problem. There are a lot of applications and systems, but not enough QA people. So what happens for Minor and Negligable changes, QA department has to provide sign off on CR for something that they have not tested nor can they understand the impact on the system. We are trying to get away from that flawed system by giving sing off authority to the either DEV lead or change manager.

The question is, what would this frame work look like?

I have already prepared a flowchart that examins every change and asks a yes/no question in order to determine weither to approve or follow up on the change. I also prepared a document that I called 'QA Test Guidelines for Non QA Engagement Model'. It lists topics like Projet release planning, test management, test execution and defect tracking.

How do I package it for development and DEV lead consuption?

Give it to the people who will be participating, or a sample of them, and get their feedback. Much of this sounds like very early start-up where Devs work much of the time on code they finish them upload right away to production - with all the benefits and issues that come with that.

Basically consider that anyone who needs to will have to test, while you can't always train people to do it, you can have guidelines for things to watch out for and be aware of.
