I'd have to say it varies company by company and even project by project. In one company/project I was part of 4 BAs on a project (1 lead) and 6 developers and in another company I was 1 BA supporting 15 (including offshore) developers... initially 1 project which quickly progressed into multiple projects.
You have to look at need and skillset (of the devs and the bas you think you can get) and make a judgment.
There is no magic ratio sadly and as a BA Manager I've staffed so many different ways..
