our SQA team (Process Quality Assurance func only, we do not do Testing) does have a performance plan based on Organization objectives. So we have points like
- Effort spent on review
- Nonconformances from sqa reviews V/s Internal quality audit
- Contribution to KM repository
so-on and so forth, but while we've given measures, by year end it is often very difficult to quantify the same. Plans are to revise the same, but its difficult to come up with something direct and measurable

In case you are following on the standards then the nonconformance will be based on those standards. The suggestion could be just try to make an analysis on the repetition of the non conformance and set the objective according to that.
The objective includes those needed to meet requirements for product, are established at relevant functions and levels within the organization. The objectives should be measurable and consistent with the quality policy.
Eg., The closure of the nonconformance was a issue in our organization. In order to have the control of it, the objective of the QA team was defined as the NC should be closed within one month from the NC issue.
The other objective is to audit all the project and the process at least once in quarter.
These are the examples which was formed as per the relevancy in our organization. Try to establish the areas where there is a lose of the control. Make it as a Quality objective and drive to track it down.
