The article is called "The Secret Skill – How to Sell Testing". It is about improving personal communication skills and how to use soft selling techniques to improve communication and buy-in from other groups.
I particularly liked how you listed the constituents being served (Project Management, Development, Marketing/Sales, Technical Support/IT & Customer Services, End User, and
C-Level and Senior Management), what they need from QA/Testing, and the kind of language that should be used to convey the information.
