The Sunday Post's article "Engineers: Demand Depends on Specialty" states the following:

"....The letter noted IEEE-USA’s concern that the most recent increase in engineering unemployment was not a short term or cyclical phenomenon but represented a more fundamental shift in engineering utilization in the U.S.
Of particular concerns, said IEEE-USA public relations coordinator Chris McManes, is the increased hiring of non-US guest workers, the greater use of temporary workers and the outsourcing of engineering work overseas.
IEEE has asked Congress the impact of these practices on the employment of engineers in the U.S...."
