There is a lot of truth in that cartoon, I have seen many performance tests severely compromised by time and/or budget, the data might be real but the Test was flawed, not really reflecting the Production Platform. The fact is performance testing is a very expensive exercise especially for complex platforms with mixed technologies.
The other point that annoys me is that many testers think load testing is simply breaking out a copy of Loadrunner and pointing it at the application. No thought goes in to setting up the env properly stubbing out feeds to control the tests or any consideration on where Loadrunner injects the traffic. I have seen one guy inject traffic via hub as part of a volume test. I asked how his Hub testing was going (I don't think he liked me).
