Being a contractor having suffered many organisations different approach to IT supporting its employee's (also having worked at Telstra in the past) I found this story highly amusing: Telstra Storage Problem
No scale or economy evident here.
I have long suspected that costs per employee goes up with more complex organisations meaning you may not get scale of economy with big corporates, I think Telstra is proving me right.
I think the other issue with big complex organisations is that by the time a solution is found, sourced and implemented the original problem has grown or changed significantly.

Or in Telstra's case historically, by the time something is built, management have all changed seats and the new incumbents have decreed a whole new 'paradigm' that will require a new project to provide a solution.
