there does not seem to be an industry standard for think times used in load testing. I vary think time to manipulate stress on the server. I also perform behavioural monitoring of users interfacing with the application to get a feel for the average think time (time it takes for the user to process the output and react to the application again).
Anyone know of any IEEE doc or standard out there that suggests think time values?

Take a look at my article series under publications at http://www.perftestplus.com Article 2 in particular talks about modeling user delays. Basically, the concept that I present is that you have to model this concept for you individual application and users and make arguements against there being an industry standard.
