I would like to know if the time taken for page components such as images and ads to download, for a particular web page can be measured ? I understand that such information can help track heavy components that may be having a debilitating effect on the response time
I am aware that Loadrunner displays the Web page breakdown graph but that doesnt seem to have the page component download time.

Timers will do for measuring the time to download for a web page on the whole. What if I want to distinguish between the base HTML download time and the download time for other page components ?

each object on a page (html, image, stylesheet, etc) is requested with its own HTTP request. You can wrap timers around any one of these individually, or you can wrap them all to get a response time for the whole.
