Why is the transcation measurements not matter when testing multiple Vusers to make sure they can run concurrently without errors..

Who told you they don't matter? Perhaps you should be getting your instruction elsewhere.
I suppose if your objective is to make sure n users can run concurrently without errors, you may not need the measurements if it is a debugging exercise.
IF it is an actual test
...AND NOT a debugging exercise
...AND the goal is to run N concurrent users without errors,
...AND the transaction measurements "don't matter"
... you probably have a poorly specified test making waste of a valuable block of time used by a test.
Do you see what I am saying??? Imagine this...
"The test ran 1,000 concurrent users without errors. The performance was bad, but that's beside the point!"
