One thing that comes to mind is taking the information you have on the current Production load and creating a test that attempts the same load in your test environment. That will tell you whether or not it is even possible, and can also provide you with the differences in response time (under the same load conditions) between the two environments.
If you are lucky, your test environment will support the same load, but maybe with elevated response times.
If you are not lucky, then you are stuck with what we sometimes have to do - find the maximum load (users/transactions) that the test environment can support. In the report, you can document the differences between the test and production environment.
Not pretty, but sometimes that is all you can do. I have found that even in these cases, I have often been able to provide meaningful information.
