Is there any technique that would help me convert all the findings and solutions identified during the performance testing exercise (like response times improvement of 58 secs to 4 secs, scalability improvemnet of 2 to 54 users etc..) to a approximate dollar amount. This is one of the requirements from the clients that I am working for.

Have you asked the client and/or business partner for an algorithm? It would seem they would or should have a good idea of what poor response times can do to revenue. On top of that you would have to offset that value with the cost of all engineering (including Cognizant's) to get those improvements along with costs associated with server clock cycles - if those are tracked. There could be many more factors related to costing and/or chargeback models.
