This is a huge topic and there could be any number of reasons for your problems.
However, the general process I follow goes like this:
1) Record your scripts.
2) Modify your scripts to deal with dynamic data (like session id's etc.)
3) Test the scripts.
4) Modify the scripts to separate out the data from the script (to allow you to replay it multiple times with different data).
5) Test the scripts.
6) Modify the scripts to verify the response you get.
7) Test the scripts.
8) Modify the scripts to move re-usable code into functions or procedures.
9) Test the scripts.

ACT is horrible... even MS admits that. It would probably be easier to just get Visual Studio Team Edition for Software Testers. It's about 1/10th the cost of HP/Mercury and Borland/Segue and the performance testing tool was specifically made for .NET.
