In my opinion it is much better than QARun, but you should consider the types of applications that you want to test against. For some types TestPartner works great and with others you may have difficulty. I am sure anyone that has worked with Delphi applications will agree. You should insist that CPWR performs a POC so that you can see how a user familiar with the product uses it in action. Hope this helps.
We have recently purchased and are starting to use TestPartner and so far we are very satisfied.
However before we purchased we did the following to identify which tool would work for us.
- identified the requirements for testing
- requested several vendors of leading test automation to participate in a Request for Information
- based on the vendor responses we invited a shortlist to present and demonstrate their product
- based on the presentations we did on site Proof of Concept on our own applications

I have not used TestComplete but for standard .NET controls the current GA of TestPartner works very well. The current Beta for TestPartner will have extended support for 3rd party .NET controls which will work similarly to how it currently supports 3rd party ActiveX controls. You should insist that they show you this in a demo to get an idea of how it will work.
The java application will really depend on your java application and it's development environment. I cannot say that I have really seen any problems with standard Sun jdk, but have seen some issues with some newer technologies including Eclipse. Make sure that when they show you the product that they work with your application and not a sample of their own.
I believe that the problems with Eclipse were because while the library is based off of standard swing controls, their classes are so far derived that they are not recognizable by TP. It may be possible to add this support with TP AOR but I really did not have the time.
