Our fix for it was to uninstall Win XP SP3 which left us at SP2. Then we installed all Microsoft patches to the current SP2 levels. Doing this seems to have at least temporarily fixed the problem. We'll find out when they reinstall their application as it may possibly overwrite some of the systems files.
We had the same issue with our application. What version of TestPartner are you running? This is an issue with Win XP SP3 specifically. We were running TP 5.6 and a few of our clients got upgrade to WIN XP SP3 and it led to this issue. Our solution was to upgrade to TP 6.3 since 5.6 doesn't support XP SP3
