I have a QARun Access database located in a central location where multiple users can access their test scripts. How do I deny the users the ability to edit other users' test scripts?

You can't with just QARun. I believe that QADirector has a check in/out feature, but not sure if it can reserve scripts from other users that have script create/edit ability.
If this is related to your earlier post about the missing object map - then I know what you are going through (as in someone change the name of the object map or some such).
I can only suggest that you back up (export) your scripts, object maps, checks, etc. at regular intervals to be able to go back and recover these...
