If it's an Access database just put it in a network share.
SS and Oracle can be accessed the way you normaly connect to one. I'm not sure about SS, but for Oracle you need to have an entry in your tnsnames.ora. Make sure server=machine.domain.com.
As for accessing it from outside your network depends on how your company has thier network set up. For example, I can work from home and connect my QARun client on my home PC to a QARun DB inside my companies network by first connecting to the network through VPN. Once I'm connected I can access all my companies network resources.
