There certainly differences in how various tools are able to simulate traffic against various applications. You have chosen two of the more sophisticated to look at. There are so many middlewares/communication protocols that can be supported by each; would you be able to provide additional information on what you are trying to accomplish? E.g., load testing tool reviews/analysis, work with a particular environment (WWW, OFS), etc?
Generally speaking, the tools are both sort of hit and miss in different environments. Each tool has specific features and functionality that makes certain narrowly defined tasks easier or harder, depending on the tool and the task.
