Can QA Director be used for administering a manual release of a product? As part of administration the user should be able to import test cases from Excel/word, create a test team, assign test cases for this test team and have reporting from the test team. The adminstrator should be able to seek information like number of cases tested by the test engineer, pending test cases, defects reported by the test engineer, severity levels of those test cases that are reported, etc. The tool should basically help the administrator to make a decision on whether he/she can go ahead or withhold a release.

What you are looking for is a go no-go decision on release, which is much more than just information from QADirector. You also need info on number of defects outstanding, number of requirements that have not been completed, etc. For that, you really need to look at Compuware's CARS solution (Compuware's Application Reliability Solution) - it has all those items you mentioned in a real-time reporting structure so that you can make those decisions quickly.
I don't want to nitpick your post, but test cases do not have a severity, defects are managed by Trackrecord, not QADirector and QADirector does not manage test teams per se - it manages tests. You should call your compuware rep and ask him to set up a CARS demo for you.
