I want to be able to open a program from program files in the c:
What piece of code in Silk does this? Also when the program is open, is it best to record declarations to perform operations on it?

Here's what you do:
1) Open your AUT (application under test)
2) In SilkTest create a new frame file and select your application from list of running programs. SilkTest will automatically give you a basic framework and will remember information that is used to launch your application in the future.
In terms of Window Declaration, you want to record it first and then perform your operations based on that. If it is too much work, you can record the most accessible areas of the app and then add stuff to your declaration on as needed basis.
