I want to execute some BrowserPage.SetUserOption statements whenever SilkTest starts. E.g.
I would like to know where can I put these code so that they will be executed everytime I start Silk?

You can put into your startup script..
I have a boolean TestEnvironmentSetup() function I call first thing in every script. If it passes, then the rest of the script runs. Otherwise it throws an exception and we exit. In this function I do all prep needed to execute the script, such as calls to the ini file for user IDs and passwords, machine names, urls, etc. You could put such a call there in a function like that.
