How to overcome MSDOS AT command which causes Dr. Watson

I run a batch file to run SilkTest suite from command line. There is no problem run it from
    DOS window.

I tried to use AT command to schedule it.
The AT command in MSDOS schedules commands and programs to run on a computer at a specified time and date. The Schedule service must be running to use the AT command.

    I used the command

    at 16:00 /interactive "D:\test.bat"

    I got Silk message

File D:\a.s file is currently being edited
by another user. The file will be loaded for
    viewing only.

I clicked OK --> Dr. Watson for partner.exe
    access violation.

There is no user to open that file.

If I do not use /interactive option, nothing
    running.

Do you know what cause this problem? Is something related to Silk setting or NT
    setting?
Is there a way to schedule the test running
besides putting sleep commond in .t file?
I do not have SilkRadar licensed.

    Thanks in advance.

I think the Time you passed to AT command should be in hour:minuteAM/PM
