First of all I am not sure what you want to do.
To open an opt file, u need have it previously
You can use the "Options" Menu available to Create New, Save & Open.
If u want thru program, use ordinary Filehandling HFILE

    User Mazboudi, KD (kd_mazboudi@bmc.com) posted:

u can include an option set programmatically from within a Silk Organizer
testplan using the 'optionset:' keyword as mentioned in SilkTest help:

"You can now specify in a testplan options sets to be used with the testplan
or parts of it. Using this feature you can automatically run different tests
that require different options without having to manually open options sets.
Specify the following statement in the testplan:

    optionset: file.opt

Dependent testcases will run with the specified options set opened. The
options set will be closed when it passes out of scope. If you don't specify
a full path name, the file is considered to be in a directory relative to
the directory containing the current testplan or subplan."

Also, since optionset files are nothing but ini files, u can use the ini
    SilkTest functions to
read a key from a section (see the IniFile* functions).
