Can I declare a function with constant parameters? I want to lock down the parameters so that they aren't accidentally changed in the function.

I don't think so. If the parameter is changed within the function, however, it won't change the variable in the function that called it.
So if you call function foo like this:
A = 1
foo (A, B)
print (A) // Here, A will print 1 no matter what happens in the function.
// Even if the function is like this:
foo (INTEGER A, INTEGER B)
A = 100000
