In my experience it is ALWAYS recorded and I ALWAYS either comment it out, or more often just delete it. Most cookies will have a dynamic time that if you leave it in your script will mean future playback will manually set the cookie to the recorded value potentially causing the website to think the cookie is expired. SP will automatically capture and passback any cookies set during playback so you shouldn't need to keep it in your script. I'm sure there are exceptions to this, but in 10 years of using the tool I haven't come across them yet.
Bottom line, comment of delete it first thing when editing a recorded script and if your playback breaks, put it back in - and if that works curse my name and 1st born.
