Throughput: a result? or a setting?
Is throughput a result? I.E. It shows how many requests per minute that the server is able to send out that were successful?
Or is throughput a "just is". Meaning, no matter the result, the server is sending out N requests per minute because you set the number of users at X and the ramp up time at Y minutes?
Does throughput vary indiscriminately and directly with concurrent users?
Thanks for clearing this up. BTW I am using J-Meter (maybe different tools use this stat differently).

I'd say it's both.
You can set the desired throughput through your scripts but may achieve something altogether different during your testing.
