I have a scenario where I have to simulate 80% logged in users and 20% users that are not logged in.
is it possible to do that in jmeter?

Sure, and there are at least 4 ways of doing it:

    1. Using Different Thread Groups (one for logged users, one for anonymous)
    2. Using Throughput Controller
    3. Using Switch Controller
    4. Using Weighted Switch Controller

Check out Running JMeter Samplers with Defined Percentage Probability article for more information on above approaches, if anything remains unclear - don't hesitate to ask for clarification.
