A highly advanced bug is indistinguishable from a feature.
I had this same problem maybe a week ago. Rational support was unable to assist much. The way I fixed it is to look at c:\program files\rational\rational test folder for a file called rtcmpg.exe.
If you try to execute this program and receive a dll type error then that is your problem. I noticed that the version of the program (looking in properties) was 188.8.131.524. This version number is higher than all the other verfication .exe files. To fix my problem I found an older version (184.108.40.2063 - which matches the other .exe programs) and replaced the newer one with this. Everything worked fine then.
Rational support had no idea why I had different versions. I do know that the PC that had this problem had HF6 installed and another hotfix about 3 months ago (I do not remember which). It's my guess that one or both of these cause by problem.
Luckily I only put patches and hotfixes on my PC and not all the others. I was able to get the file off of one of those. If you cannot do this then send me an email and I will send you the file. My email is firstname.lastname@example.org.
