Unable to find repository error

We are running Robot 7.5 on Windows 2000 machines and frequently getting the
error "Unable to connect to repository. Could not locate database server or
database file." We cannot replicate the error on our NT machines.
I examined the RAS_DSN ODBC data source and then tried to run DBCLIENT.EXE
manually with the flags they provide, and that doesn't provide a connection
when we have this problem.
Has anyone else experienced this problem? If so, what did you find helped?

A user must have full permissions at the root of the drive where the
repository is stored for Windows 2000 machines. Rational indicates it could
be something in the setup of Windows 2000 and the permissions that are
allocated to networks.
