In versions through 6.x, it is part of Load Test, which was sold as a
separate product. In versions 7.0-7.1 (is that right MArkB?), it was
renamed to Test Studio. In version 2000.x, it was bundled into Robot. Be
advised that for simulating multiple users, you need to purchase "Virtual
Tester" licenses, which are available in two flavors, "Pooled" and
"Non-pooled" and a variety of quantities (number of VT's included). The
Pooled packs allow you to split up the VT's across multiple load test
sessions, but you get a lot more users in a non-pooled pack for the same
price (IOW, it's a trade-off that you will have to weigh). Some of this
info may not be totally accurate. :-)

I believe there is at least one agent provided with each instance of
TestManager starting in version 2001.
You should have it in the package you have. Like Luke said, additional ones
require an additional purchase.
