Low cost Requirements Management Solutions

I'm currently working at a company that has no processes in
place. I've managed to convince a few folks that it would
be good to establish at least some sort of process. I've
worked with Rational's tools in the past at previous
companies and am familiar with the power of what can be done
and am quite familiar with RUP.
However, the budgetary allowance for aquiring tools is as
close to free as possible. This of course eliminates the
possibililty of using Rational.
I found a shareware defect tracking tool called Buggit
(which is built on top of an Access 2000 database) that
we've been using for a couple months, and have finally
managed to convince people that we need to start tracking
(and writing!) requirements. As such, Buggit can do this to
an extent, but the fields and workflow cannot be kept
separate from those for bugs/defects. And, of course, no
linking of bugs to defects can be accomplished, unless I
learn how to code it in Access/VB.
As such, I'm curious if anyone knows of any
freeware/shareware/low-cost solutions available on the
market. If I can't find any, I suppose we'll have to make
do with what we have and figure out how to do more
customizations, but it would be nice to take advantage of a
pre-packaged solution if available.

Check on www.bugzilla.org. AFAIK it is only a (free) defect tracking tool.
I'm not sure if it has requirement management capabilities so go there and
take a look.
