    When I try to create a new project the administrator seems to think it
    already exists. Is there anyway to overcome this since the project file has
    been deleted?

    That is a good question. I think just by deleting the folder it was in via
    windows explorer.

    By deleting the project in explorer you have an registry entry left.
    Rational support says:

    will you try this:
    Run regedt32
    Remove the value (full path) of the project removed incorrectly from
    the following Registry key: HKEY_CURRENT_USER\SOFTWARE\RATIONAL
    SOFTWARE\Rational Administrator\Project List
    (Note: do NOT remove the entire key, as the Administrator will then
    just re-create it at next launch with all old data preserved!)

    Yes you can, the project file is a text file. If you create a new project on
    your local drive and then open the new project file and change the
    information in it to reflect what you know about the project, then save the
    project file in the correct directory and register it it will be restored.
    You will see what I mean when you open the project file.
