Does any one know of any other windows development tool, besides Robot, that
requires the full development environment to execute applications, or test
scripts, that were developed in that tool?

Robot can't be the only one.

(If you feel you must mention test agents then I add the criteria that the
user not be required to go to the machine the script/application is running
on and manually start the "agent" and have it recognized by the "manager"
before, and only before, you can "remotely" control them. (Until they crash
anyway. After which you have to go back to the machine, get it running
again, and then sit and wait until the test run is finished before that test
asset, and any others that didn't survive, can be used again.)(And don't
forget, restarts aren't allowed either.))
