Harm in leaving QTP open forever
If I have several VMs, all installed with QTP and executing only a line of QTP script code as part of a distributed testing set up, wouldn't it be best to have the QTP apps be open all the time, kicking in their line of code when prompted through QC etc.. than be launched and locking up QTP licenses for 15 minutes?
Is there a toll on memory/CPU etc if QTP apps are left open, unattended for a very long time?

Depends on what other applications your machines are running / required to run, etc. At the end of the day, you will be the best person to determine how harmful / harmless it is to keep QTP running for your particular case.
At, one of my previous employer, QTP was always up because we sometimes had issues with license server. With my current employer, we are required to shut down the PCs before we leave (obviously except when tests are running).
