I noticed that .qfl files can be used in QTP function library , does any one have an idea what kind of IDE, program associated with this kind of files? what is the difference between .qfl and .txt , I can create qfl file by changing the .txt to .qfl !

It is just an arbitrary extension string. It is used by QTP, as far as I understand, to define vbScript libs. It is a good alternative to using .vbs, because you can't accidentally double click and *.qfl file and execute it, unlike a *.vbs file.
To close, your vbScript libs can have any extension you like, including .txt, and QTP will include and use them either on the Test Resources tab or in ExecuteFile statements.
