I'm trying to execute the code through vbs file
Set objDocument = browser("title:=.*","index:=0").Object.document
This is giving error:
Erroe: Type mismatch: 'Browser'
Source: Microsoft VBScript runtime error
But if I'm running this as qtp script then it is running fine.
Is it not possible ti run the same piece of code in vbs. Is there any other way to do this?

1.As the same script is runing properly through vbscript, so not sure if syntax error is there.
2. Tried with admin rights but no luck.
Any other reason is there?
Possible but not in the same way you are doing right now. You are trying use the Browser object which provided to you by QTP and not VBScript. So as soon as you leave QTP the code is dead.

Also, am I right in thinking that descriptive programming only works within QTP?
DP is for QTP Test objects only. So No QTP -> No test objects -> No DP.
