In the Step 4:
You want the Copy of FlightOrder action to be immediately after the Sign_in action. Since you cannot drag any action to be immediately after a reusable action (because it is read-only in the calling test), you must perform the following steps to change the order of the action calls.
Select the Copy of FlightOrder action and drag it immediately below the Action1 action in the Keyword View. Then, select the Sign_in action and drag it immediately below the Action1 action in the Keyword View. The Copy of FlightOrder action is now immediately after the Sign_in action.
In the first,it said that we can not drag any action to be immediately after a reusable action (because it is read-only in the calling test).
But in the second paragraph,it said we can drag it.And,also I can drag each action in the calling test.
I am still confused about the question.

basic funda is when you are 'insert call to Existing action' you can't do any modification on this action in the called action.
these are the scripts which you dont need to modify.create once and use it for ever.
EX browserlaunch, Login
and the other type is 'insert call to copy action'. if you call these actions to your script then you can modify in the called scripts as per your need .
generally they are written in genric
Ex: placing URL in browser(if URL in not consistent),clicing any buttons.(change per your need)
