How would QTP ever be able to do such a thing without you coding it? For example, you write a test plan that uses the term, "Log on". I use the term "Login". Others may use the term "Input username and password and click the login button"
You'll have to write the parser and generation piece. By that point you may as well skip the generation and just act on the directives in your Excel file. It's like keyword-driven, only more natural language-based. And natural language-based is a lot more complex when you have to deal with the different ways people use words to express what thay want. QTP can read an Excel file to get it's data for variables, that you script it for. It can also send new or updated data to an Excel file. But it can not program, (Script), itself. Although, it's a nice idea. Why don't you work out the details and sell them.

I think this guy has read some post on QTP Test Framework and didn't get the point that you had to write/record/develop THE DRIVER CODE that takes inputs from Excel and navigates thru the application/website.
